National Project Steering Committee Reviews NAVCDP Implementation and Strategic Direction
In December 2025, the National Project Steering Committee (NPSC) convened to review the implementation status of the National Agricultural Value Chain Development Project (NAVCDP) and provide strategic policy guidance aimed at strengthening project delivery and impact.
The high-level meeting focused on reviewing overall project performance, key risks, and results achieved to date, while providing policy direction and oversight on implementation. Discussions also centred on aligning NAVCDP interventions with national development priorities, including Kenya Vision 2030, the Agricultural Sector Transformation and Growth Strategy (ASTGS), and the Bottom-Up Economic Transformation Agenda (BETA). In addition, the Committee considered and provided guidance on Annual Work Plans and Budgets (AWPBs), as well as other key strategic decisions critical to effective project implementation.
The meeting brought together senior national and county leadership, including the Cabinet Secretary for Agriculture and Livestock Development, Sen. Mutahi Kagwe. County governments were represented by Governor Kenneth Makelo Lusaka, Chair of the Council of Governors’ Agriculture Committee (Bungoma), Governor Benjamin Cheboi, EBS, EGH (Baringo), and Governor Nathif J. Adam, EGH (Garissa), alongside senior government officials, including Principal Secretary Patrick Kilemi from the State Department for Cooperatives.
Speaking during the Joint NPSC meeting for World Bank–financed agricultural projects, the Cabinet Secretary underscored the importance of discipline, accountability, and results in the implementation of donor-funded programmes. He emphasized that such projects are financed through loans and must therefore deliver measurable, tangible impact for farmers and the country. He further called for well-structured, citizen-driven interventions anchored in sound policy frameworks and aligned with national priorities.
The deliberations, which also involved county leadership and key sector stakeholders, helped shape implementation priorities and informed decision-making processes to ensure that NAVCDP continues to deliver farmer-centred, results-oriented outcomes across participating counties.
