Project Coordination and Management

Component 4 provides the institutional, fiduciary, and operational backbone required for the effective delivery of the National Agricultural Value Chain Development Project (NAVCDP). Given the scale, geographic spread, and multi-stakeholder nature of the project, this component ensures that all project activities are well planned, efficiently implemented, properly monitored, and fully compliant with national regulations and World Bank requirements.

The component supports strategic planning, financial management, procurement oversight, human resource management, environmental and social safeguards compliance, monitoring and evaluation (M&E), information and communication technology (ICT) systems, communication, knowledge management, and citizen engagement. Together, these functions ensure transparency, accountability, learning, and adaptive management throughout the project lifecycle.

Thematic Areas
Project Coordination

This sub-component focuses on strengthening institutional and human resource capacity at national, county, and community levels to enable effective project coordination and oversight. It supports the functionality of key operational and governance structures, including the National Project Coordinating Unit (NPCU), County Project Coordinating Units (CPCUs), and intergovernmental coordination platforms such as the Council of Governors (CoG) and Joint Agricultural Sector Coordination mechanisms.

Key areas of support include staffing and capacity strengthening, oversight of procurement arrangements and thresholds, adherence to financial management and audit requirements, and timely reporting in line with approved guidelines. The sub-component also ensures that staff across all levels are provided with a conducive working environment, including appropriate logistics and transportation support necessary for field-based operations.

In addition, the sub-component oversees the development, validation, disclosure, and application of project operational manuals, ensuring consistency, compliance, and clarity in project implementation processes across all participating institutions.

Monitoring and Evaluation

This sub-component underpins evidence-based decision-making by strengthening the project’s monitoring, evaluation, and digital systems. It supports the systematic collection, analysis, and reporting of data to track progress toward project objectives and inform adaptive management.

Interventions include the development and refinement of a comprehensive M&E framework, informed by lessons from previous projects, and the design and operationalization of an ICT-based Management Information System (MIS) and related data-collection tools. These systems enable real-time data capture, performance tracking, and information sharing across national and county levels.

The sub-component also supports the conduct of baseline, mid-term, and end-of-project evaluations, preparation and review of annual work plans and budgets, organization of implementation support missions, and documentation of learning through case studies and knowledge products.

In parallel, the sub-component strengthens communication, knowledge management, citizen engagement, and grievance redress management, ensuring that stakeholders are well informed, feedback mechanisms are functional, and beneficiaries actively participate in project planning, implementation, and evaluation processes.
