NAVCDP Mid-Term Review Mission Assesses Progress and Sets Direction for the Next Phase of Implementation

The National Agricultural Value Chain Development Project (NAVCDP), in collaboration with the World Bank and national and county governments, successfully concluded a Mid-Term Review (MTR) Mission conducted between 27th October and 14th November 2025 to assess project performance, review results achieved to date, and agree on priorities for the next phase of implementation. The comprehensive mission brought together the World Bank task team, the National Project Coordination Unit (NPCU), representatives from the National Treasury and the Ministry of Agriculture and Livestock Development, as well as county leadership and technical teams from participating counties. The review focused on evaluating progress against agreed results, identifying implementation bottlenecks, and strengthening alignment with national development priorities. The MTR mission commenced with national-level engagements and technical presentations that reviewed NAVCDP’s overall implementation status, including farmer capacity building, community institution development, value chain investments, financial inclusion through SACCOs, farmer-led irrigation development, digital agriculture, fiduciary performance, and environmental and social safeguards. These discussions provided an opportunity to assess progress on agreed actions and reflect on lessons emerging from implementation. As part of the mission, the World Bank and government teams conducted county-level field visits and cluster workshopsacross multiple regions, including Kisumu, Nandi, Narok, Kiambu, Naivasha, Nyeri, Nairobi, and Mombasa. The visits enabled the mission team to engage directly with county governments, Farmer Producer Organizations (FPOs), SACCOs, Common Interest Groups (CIGs), irrigation schemes, and market access investments, offering first-hand insights into project outcomes and challenges at the grassroots level. The review also featured thematic deep-dive sessions on key result areas such as agricultural finance, farmer-led irrigation development, value chain development, agripreneur implementation, research linkages, and data and digital investments. These sessions informed the development of county-specific action plans and practical recommendations to accelerate results over the next implementation period. The mission concluded with high-level wrap-up meetings involving senior government officials, including debriefings with the Ministry of Agriculture and Livestock Development and the National Treasury. The discussions emphasized the importance of accountability, results, and timely implementation, reaffirming the shared commitment of the World Bank, national government, and counties to ensure NAVCDP delivers tangible, farmer-centred outcomes. The Mid-Term Review Mission marked a critical milestone for NAVCDP, providing strategic direction to strengthen delivery, sharpen focus on impact, and support Kenya’s transition from subsistence to commercial agriculture through inclusive, climate-resilient, and market-oriented value chains.
