County Teams Convene in Naivasha to Finalise 6th ISM Action Plans

Technical teams from 32 NAVCDP counties are meeting in Naivasha this week to review and finalise National and County action plans, aligning them with the Agreed Actions from the 6th World Bank Implementation Support Mission and available budget allocations for the next six months.
The workshops follow the 6th World Bank Implementation Support Mission conducted from 18 to 29 May 2026, during which counties consolidated proposed milestones across thematic areas to inform a six-month implementation plan. A need was subsequently identified to harmonise those priorities with the ISM Agreed Actions and with the resources available at both county and national levels.
Organised by the NPCU through the Joint Agriculture Sector Intergovernmental Secretariat, the two-cluster workshop structure brings together County Project Coordinators, M&E Officers, Agriculture Finance Officers, Agribusiness Development Officers, Accountants, and Procurement Officers for structured planning sessions. Participants are reviewing milestones, validating implementation targets, and confirming the institutional arrangements required to achieve them across the priority value chains.
The process is intended to strengthen coordination between county and national implementation teams, and to ensure that each county enters the next implementation cycle with clearly defined priorities, timelines, and responsibilities. A guiding objective throughout the workshops is the Council of Governors' aspiration to direct 80% of the project budget toward county-level investments.

Cluster 1 (8 – 10 June 2026)
Migori, Uasin Gishu, Homa Bay, Busia, Kericho, Vihiga, Bungoma, Trans Nzoia, Kakamega, Kisumu, Bomet, Kisii, Nyamira, Nandi, Narok, and Siaya
Cluster 2 (10 – 12 June 2026)
Nyeri, Nakuru, Murang'a, Nyandarua, Machakos, Kwale, Kilifi, Taita Taveta, Makueni, Kitui, Embu, Tharaka Nithi, Meru, Kajiado, Kirinyaga, and Kiambu
Both clusters are hosted at Sawela Lodges, Naivasha.
The cluster format, running across two overlapping sessions, allows for focused engagement with county teams while making efficient use of national technical resources. Upon completion, the finalised action plans will form the operational basis for county implementation over the next six months, feeding into the project's monitoring and performance tracking frameworks.
